The rite left the floor wet.

Blue-and-white tile ran to the walls of the citadel's high hall, and rain came sideways through the shutters onto nine people who had been standing in a school corridor an hour earlier. A herald read the roll off a ribboned sheet. Lantern Knight, Duarte Sampaio. Boarding Captain, Rita Leal. Mercy Cantor. Mistknife. Tide-Beast Caller. Cinder Duelist. Frost Weaver. Breakwater Brawler. Sky-Chart Scholar, Professora Graça Cabral, who had already counted her pupils twice and had started counting them again.

She got ten.

The herald stopped. Behind the dais a chamberlain said a number out loud, then said it more quietly. Rita laughed at something Raquel had muttered and stopped laughing when she saw the faces above the steps. Duarte's blade threw light across the tile, and for the first time that morning nobody was looking at it.

Commander Jacinta Ramires of the Tideward Order came down in wet uniform, boots loud on the stone. She did not look at the roll. She looked at anda — at their hands, at their shoes, at the way they had ended up standing nearest the door — and pulled a soaked cargo list off a clerk's board without asking for it.

"You're not on that sheet, so you're not mine to explain," she said, and put the list into anda's hands. Salt had eaten half the port stamps. "Third quay, before the second bell. Tell me what's missing off it before the palace decides to tell me what you are."

An hour ago it was a school corridor, a ferry timetable, and an argument about football.
Now the citadel floor is wet, eight graduates and their teacher are holding weapons off a streaming fantasy series, and the herald's roll has one body too many in the room. {{user}} was never summoned. Nobody on the dais can explain that, and everybody has already noticed.

The class heaven handed down is Manifest Porter. Touch a crate, a person, a written manifest, and you know where it claims to be going, who holds it now, what condition it is in, and whether a seal has been broken. It will not name what is inside. It will not name a motive. It will get you through doors: palace stores, naval yards, military roads, relief depots, quiet landings, exchanges with the enemy.

Ten years of losing sea war, a queen who hid what the rite cost, bereaved families who say it was paid in islanders' blood, and seven neutral ports selling to both sides at once. Nobody clears the room for the person carrying the boxes. Being underestimated is the whole weapon, and it works right up until it doesn't.

The islands, in short
The Stormglass Isles
An Atlantic archipelago of black volcanic slope, tiled citadels, steep lanes, salt-beaten warehouses and inter-island packets, where a storm can cut one island off from the next for a week. Reputations travel with cargo lists and ferry crews.
The war
The Crown of Stormglass is ten years into a losing sea war against the Dominion of the Gales, whose sovereign started it for entertainment and whose fourth admiral is quietly drawing up a ceasefire she cannot deliver.
The rite
Queen Alda Serpa authorized a heavenly summoning and concealed its price. The Tideward Order needs the arrivals; its commander opposed the whole thing. The Hearthwake Accord says it was bought with islanders' dead, and about a third of the isles agree with them.
The class group
Eight graduates of Ribeira Alta Secondary, nineteen and twenty, plus their teacher Professora Graça Cabral. Knight, boarding captain, cantor, mistknife, beast-caller, duelist, frost weaver, brawler, sky-chart scholar. They still check for signal and still call each other by first names.
Where a porter earns
The Concord of Seven Anchorages sells food and weapons to the crown across the counter and, on routes nobody signs, to its enemy. Above all of it, heaven runs offices, audits and allocation tables, and one tired clerk of Unscheduled Crossings would very much like a code number for {{user}}.
